Producer responsibility applies, regardless of the sales method, to consumer-use balloons belonging to single-use plastic products, with the manufacturer or importer of the product considered as the producer. The cost responsibility of the producer applies to the producers of single-use plastic products, including balloons, from January 1, 2025. The balloon producer must submit a notification of registration to the producer register by no later than June 30, 2024.

Producers of single-use plastic products, including balloons, are responsible for the costs incurred for the municipality for cleaning up litter caused by these products, as well as for the transportation and processing of the cleaned litter. However, in the year 2025, balloon producers will not be liable for these costs. This is based on a conducted composition study. Nevertheless, balloon producers are required to carry out information and educational activities. 

Producers must also provide information and guidance on reducing the amount and harmfulness of waste, the effects and prevention of littering and, if necessary, available reusable alternatives for the product. Producers must, if needed, organize information and guidance in collaboration with the municipality and other waste management entities.
