Producers of fishing gear containing plastic must ensure that plastic-containing fishing gear waste is separately collected for recycling, at least an amount equivalent to ten weight percent of the annual quantity of plastic-containing fishing gear they introduce to the market.

Producer cost responsibility applies to the producers of single-use fishing gear containing plastic from January 1, 2025. The producer of fishing gear must submit a notification of joining the producer register no later than December 31, 2023.

The producer responsibility for fishing gear must be organized through separate collection. Separate collection can be divided into three producer categories: 1. Fixed gears and mesh-type gears. 2. Recreational fishing, including artificial lures, and similar leisure fishing activities. 3. Aquaculture equipment.

The separate collection network must be organized according to the following principles.

  1. Producers must arrange for the separate collection of plastic waste from static gear referred to in Section 4(15) of the Fishing Act (379/2015), as well as other fixed traps and the ropes and floats used with these traps, at a minimum of 150 collection points. The producer may substitute a collection point with a movable collection point, a pickup service or another equivalent collection arrangement that complies with the general requirements set out in Section 3. The Pirkanmaa ELY Centre may grant an exception to the requirements of this paragraph if the producer only sells products to commercial fishermen.
  2. The producer must arrange for separate collection of fishing gear waste generated in lure fishing, angling and ice fishing. This involves providing a designated collection point, pick-up service or other functional collection arrangement. Collection efforts can be specifically targeted for reusable and recyclable gear and environmentally harmful fishing gear categories. Seasonal variations in fishing activity may be considered when organizing the collection.
  3. The producer must arrange for the reception of plastic-containing aquaculture equipment by indicating to the holder of such a device and other suppliers the collection arrangements that meet the general requirements set out in Section 3.

The costs of building a separate collection network are not currently known. Awareness and information costs are also yet to be determined. All the aforementioned cost estimates will be specified later.
